To produce Wool, you need to have Sheep and harvest their Wool with the Sheep Farm.
There are two ways to get Sheep in Manor Lords. One is through importing Sheep using the Livestock Trading Post, and the other is to breed with the Sheepbreeding development node.

The fastest way to get sheep is to trade for it in the Livestock Trading Post. Just remember to set it back to “No Trade” to not deplete your Regional Wealth.

Breeding Sheep is a much better alternative if you want to stock up on Wool fast. You can even sell some Sheep to gain Regional Wealth.
Build a Pasture where your imported or bred Sheep can graze. Next build a Sheep Farm and assign a family there to collect the Wool from Sheep.

Wool can be used to produce the following items using the Weaver Workshop. After you've constructed a Weaver Workshop in your settlement, you will be able to convert Wool into Yarn.
Sheep shearing is forbidden during the Winter season, so Wool production will be rendered unavailable in Sheep Farms. It is possible to import Wool during Winter from any established Trading Post in your settlement.
You will also be able to produce Cloaks after you've converted your Wool into Yarn, which increases your clothing supply and provides variety to your clothing production.
