Use Tifa's unique abilities

The best way to increase the Stagger Damage Bonus over 160% is to use Tifa's combo attacks. Before Staggering an opponent, use Unbridled Strength twice to change her Unique Ability to Rise and Fall.

After staggering the opponent, hit them with Rise and Fall, Omnistrike, and then continue using Whirling Uppercut until the enemy's Stagger percentage has reached over 200%.
