Complete all Odd Jobs in Chapter 14
If you complete all of the Odd Jobs in Chapter 14 and reach the end of the Chapter, you should find a note on the ground before the wall that takes you to Chapter 15.

SmokaJoka over 5 yearsCan confirm as well, I have 2 elemental materia, I know the first is in chapter 6, I cant remember when exactly i got the 2nd but I feel like it was between chapters 8-14 and involved wall market
