Defeat the enemy zombies on the rooftop and find the Broken Signal Receiver inside a yellow box beside the communication tower. Make sure to have a sniper rifle during this encounter, this will let you shoot the zombies attacking you with a Mortar Rocket.

The Broken Signal Receiver is one of the three items needed to activate the bomb attached to gate leading into Racoon City Center. After collecting all three parts combine them and detonate the bomb to enter the city.
