Many enemies such as Lone Wolves have techniques that activate as soon as you approach them. However Ethering can be used to get close to enemies without worry of being attacked prematurely.
You obtain Ethering after completing the battle quest, Wolf at the Floor. This battle quest appears as part of the Cold Mouth of the Mountain main story quest.
