Luigi is a sniper character that can inflict devastating critical hits on opponents at long-range. Though there is no skill to increase his critical hit chance, High Ground allows you guarantee a critical hit while on elevated terrain, while Extra Team Jump helps Luigi get onto these higher elavation easier.
Steely Stare is also one of the best Signature Abilities in the game due to Ghost Bullet, which allows it to pass through obstacles. Giving it additional charges allows you to use the ability several times in a single turn.

Luigi excels in a balanced team since he is able to to target enemies at extremely long range, which completements both close and medium-range attackers. Balanced Teams work well in many situations since each team member occupies a unique role in the group.
Luigi's Sharpshooter bow deals more damage from a distance so he is best stationed further away from enemies. Furthermore, Luigi has a skill that gurantees a critical hit when he is placed on higher elevations.
You unlock Luigi automatically after receiving the Main Quest In Deep Water, as soon as you land on Beacon Beach. In Deep Water is unlocked after completing An Overall Nice Day, the prologue of the game consisting of various tutorial levels.

Luigi is not S-tier. Yes, his range is unmatched and he can stack up to three Steely Stares. But the latter are hella expensive, his primary attack hits one enemy and is fully affected by cover. He's very situational. Good on big maps and against bosses, but he's toast against multiple smaller enemies.
