An Apiary is a building that is locked behind the Beekeeping development branch. It requires 2 Planks to build after unlocking the required development node.

Simply acquiring an Apiary is not enough. You also have to acquire the Advance Beekeeping branch for your apiary to produce Wax.
Advanced Beekeeping Development and How to Unlock
Wax serves no purpose in the Early Access other than trading. We can assume that Wax will be used to make Candles in future developments. If you have a surplus of Wax early on, you can make a profit by exporting them to nearby territories.
