NO MATTER WHAT ANSWER PROMPTS YOU MAKE, YOU WILL GET SAM'S MISSIONS BECAUSE OF YOU MISSING OUT ON THE FIRST MIRIELLE MISSION. FYI.
I've completed numerous attempts on unlocking Madam M quests and I ended up getting Sam's quests instead. I selected the "specific prompts" as shown as these guides, but none seem to WORK. But then suddenly I remembered that back in chapter 8, I didn't do the first Mirielle "angel of the slums" mission. One of Madam M's quest is "the price of thievery" with Mireille as the quest giver. IF YOU DO NOT COMPLETE THE FIRST MIRIELLE MISSION BACK IN CHAPTER 8, YOU WILL GET SAM'S QUEST INSTEAD.
Ignoring Johnny, Tails, 100 gil does not work.
