For the DL the same stagger methods work except if you prefer to stagger using Enfeeblement, you'll have to Synergize Yuffie and Sonon immediately and leave that on until it is done.
The easier stagger for this enemy is to equip Barret with First Strike, Magic Up, and Ice. When you first encounter them in chapter 13, switch to easy and immediately hit them with Blizzara then just wait for the stagger. The Magic Up is critical. Or do the same thing with Aerith in chapter 17.
To stagger, chapter select 17 on easy mode and equip Enfeeblement Rings on the full party with Parry on all, go into High Flyers where they are the first enemy, control Aerith and use Parry attacks as a frog until staggered.
