Obtained from the King of Tantegel

Tantegel King Rainbow Drop

To get the Rainbow Drop, you will need to gain access to the ship and sail over to Tantegel. From there, head into the castle and talk to the king, then head outside to the balcony to trigger the cutscene where you get the Rainbow Drop.
