    Cool Down does not provide the 27% bonus correctly. If I wear a Battle Robe that provides a natural 25% cool down and have a T3 Cool Down (27%)on it (bringing that to 52%); I can spam my Swiftness Boots for indefinite speed. However, if I wear a different armor with no natural Cool Down, but it has 2x T3 Cool Down (54%), there is a brief stutter in time where the Swiftness Boots are still waiting for the cooldown to end.
