4 years late but I think the level requirements refer to the highest levelled Mii in your party not the individual mii you want to give equipment. For example if your highest levelled mii is level 41 then your Warrior Mii will start asking for armour up to the Samurai Armour or if your highest levelled mii is level 11 then the thief can only ask for up to the Macho Gear. I assume the chests just circumvent this and just give you the next tier up regardless of your top levelled Mii.
I’m not sure about level requirements, my chef is level 47 and he got the legendary frying pan and the legendary uniform. But! These were both from chests so they may not ASK for gear at a certain level but they will still find the above level gear in the large chests.
