Speak with Cid to begin this sidequest. He will help you upgrade your weapon, but you need to find the item that he is asking.
Go to Mother of Pearl Restaurant at Galdin Quay and get the Metal Scrap located near the counter (behind the vase next to a door on the right side).
Talk to Cid by returning to Hammerhead. Hand over the Scrap Metal to upgrade the Drain Lance and complete the sidequest.
