You can receive the Skill Master Materia for completing this mission.
In order to complete the Weapon Abilities battle report, you need to get 100% proficiency on 16 different weapons to master their skills. You'll need a lot of weapons if you intend to complete this one, so be sure and pick up all of the weapons you come across while playing the story. For a full list of weapons and how to obtain them, see the page below.
List of Weapons Stats and Materia Slots
In order to master a weapon and acquire its skill, you'll need to use that weapons ability several times to get the proficiency bonus. Each time you use the ability, you'll get a 10% boost to proficiency, meaning you'll need to do it ten times to acquire the skill.
To quickly acquire each weapon skill, you should first check its proficiency bonus. With the proficiency bonus, the regular 10% proficiency will be boosted to 30%. Completing these conditions make the skills even quicker to acquire, so be sure and know them beforehand.
By going to the menu and selecting Materia & Equipment, then choosing a character and their weapons, you will be able to see the proficiency bonuses.
