Minecraft Dungeons is available for preorder for PC on the official Minecraft Dungeons Website and the Xbox Live store.

Different Purchases needed depending on your Windows version

The game is available in different versions depending on your Windows Version, so be sure you pick the right one!

PC Versions of Minecraft Dungeons
Windows 7
and Above		 Uses the Dungeons Launcher program to play the game
Windows 10
 Plays the game directly through the Microsoft Store

The Windows 7 and Above package might be the safest choice if you're unsure what version of Windows you have, as it works on Windows 7, 8 and 10.

Each version can be purchased from the link below. Despite the information on the page, which seems to imply that the Hero Edition is only available in the Windows 10 edition, the Hero Edition is available for both PC Versions. You can find the preorder version of Minecraft Dungeon for Xbox on the official Minecraft Website or through the Xbox Live store, either directly on your Xbox or on your computer.

Unfortunately, you can't preorder Minecraft Dungeons for Playstation 4. The game will be available May 26.

Like the Playstation edition, it's not possible to preorder Minecraft Dungeons for Nintendo Switch, so you'll have to wait until May 26 to buy the game.
