Go to Werham Barracks in the southwest part of Hamtunscire to get this Tungsten Ingot. You can get it in the largest house, inside a chest with two locks. Get the first key in the tower at the back of the house. You can get the second one in the sleeping quarters on the right side where the chest is. Use them to unlock the chest and get the ingot.

On the southwestern most tip of the mainland of Hamtunscire, inside of the Werham barracks. You need two keys which you can find in a house and the tower nearby respectively.
