White Claudia is not explicitly mentioned to be part of the Silent Hill f game, but countless bits and pieces of information establish that a similar type of flower with the same hallucinogenic properties can be found in the game's universe. To further drive the point home, this flower only grows around Shu's home, who comes from a family of apothecary, whose expertise date back to centuries.
Being set in 1960's Japan, it's understandable that due to language differences, the naming convention for medicial plants will vary. The common name of White Claudia might never be mentioned elsewhere in Silent Hill f's universe, but it doesn't mean that the flower has never existed in the game.
According to the Research Notes in Exotic Herbology, a foreigner missionary brought the text to Japan, alongside a drug called Kakura-Makakura around the year 1776, bearing the namesake of the drug that Shu has given to Hinako to mitigate her tension headaches. This wonder drug contains crushed seeds of Hakkokusou, alluded to be the same white flowers growing nearby Shu's place.
Historically, a year before the translation of Exotic Herbology, a renowned naturalist in the name of Carl Peter Thunberg was known to have visited Japan to share his knowledge about his craft. His visits further improved Japan's medicine, precedented by the Syphilis outbreak in Nagasaki, which allowed him to leave the island despite the ongoing imposition of the Sakoku Decree. Because of this, it won't be far-fetched to assume that Thunberg was the missionary mentioned to have brought the Exotic Herbology text to Japan.
Coincidentally, Carl Thunberg was a member of the Apostles of Linnaeus, a group of scholars approved by Carl Linnaeus, father of Taxonomy, himself. This establishes a direct link to how Thunberg was able to carry with him a text, as comprehensive as the Exotic Herbology, and the knowledge to back it up. To make things more interesting, another Apostle, Pehr Kalm, traveled to North America, the same region where the original Silent Hill franchise had taken place, which provides connection to White Claudia and Japan's Hakkokusou.

In the original Silent Hill f, Aglaophotisis a red-tinged liquid that has the ability to purify demons and banish evil, which coincidentally has a counterpart in Silent Hill f in the name of the Agura no Hotei-sama. Agura no Hotei-sama is described to be a potent red liquid highly revered by the citizens of Ebisugaoka due to its purifying abilities and capacity to banish evil. To further drive the point home, only members of the Iwai family can concoct the true Agura no Hotei-sama, which Shu is part of.
Aside from its thrilling gameplay and mind-boggling puzzles, the true experience of Silent Hill revolves around unravelling the lore hidden within layers after layers of clues found scattered all over the game's setting.
