Silent Hill f features respawning enemies shown through their Black Shrouds after defeat. See info on whether enemies respawn and how to permanently kill them if they do here!

Enemies defeated in Silent Hill f leave a black silhouette or shroud that tells you whether the enemy will respawn or not. If the shroud remains and doesn't fade after a few seconds, that enemy will respawn and attack again.
Enemies with a fading black silhouette or shroud will not respawn however, and will be permanently eliminated in the area. This is more prevalent with early enemies in the game, with Kashimashi being a common example.
Note that these fading silhouettes become less common the further you are in the game, with later chapters giving you better implements to permanently deal with respawning enemies.
All Chapter Guides and Walkthrough

Soul Siphon can permanently eliminate enemies, disabling their respawn. This ability is available for the Fox Arm weapon, unlocked during the events in the Dark Shrine Main Hall.
This ability is upgraded in New Game Plus, allowing Hinako to perform it on multiple enemies in a small area.
Focus Attacks with the Fox Arm can permanently eliminate enemies as well. This bypasses the need to perform Soul Siphon on downed enemies to disable their revive.

Enemies lured into Blue Lanterns will also permanently deanimate them in the Dark Shrine Worship Hall area. This is the only area these lanterns will appear in, however.

Enemies that have a swirling dark aura when theyre dead will respawn in the dark shrine world especially. There are some enemies in the town's world that do respawn like the large flower beasts.
