The Scales Plate is one of the plates needed for the My Room Puzzle that you need to solve during Chapter 10 in Shimizu Residence.

The other two plates you need for the puzzle are the White Bird and Fox Plate as well as the Black Bird and Sword Plate.

Go northeast of the Shimizu Residence II and look for a half-opened door. Head inside and you'll see a room vandalized with crayon and a Scales Puzzle at the center.
