To begin this sidequest, you need to talk to Dave. Go to Prairie Outpost, and look for Dave behind the black wrecked car. Speak with him to start a conversation about finding the Dog Tag. Finish the conversation to start the sidequest.
Open your map, and choose the Dust to Dust sidequest. Follow the location shown to find the Bent Dog Tag. Take note that Anaks are protecting the area, defeat those first before looking for the Dog Tag. You'll see the Dog Tag near the black wrecked car.
Go back to Prairie Outpost, where you found Dave. Then, give the Bent Dog Tag to complete this sidequest.
