To begin this sidequest, you need to talk to Dave. Go to Coernix Station - Alstor, and look for Dave in front of a small wooden house. Speak with him to start a conversation about finding the Dog Tag. Finish the conversation to start the sidequest.
Open your map, and choose the Final Resting Plains sidequest. Follow the location shown to find the Rusted Dog Tag. Take note that Garulas are protecting the area, defeat those first before looking for the Rusted Dog Tag . You'll see the Dog Tag behind the small wooded house.
Go back to Coernix Station - Alstor, where you found Dave. Then, give the Rusted Dog Tag to complete this sidequest.
