From the Mineral Deposit, get in the car and take the road across (turn the car around). Enter the rough road on the right next to a small white house. Keep on driving till you see a small water tank on the left side, and then enter that road.
Go straight ahead, and you'll find the stranded man with a broken car on the right side. Once found, give him a Repair Kit to finish this sidequest. If you don't have a Repair Kit, buy one at the Coernix Station.
