The Witcher Viper Set is only available on the Hearts of Stone DLC. You will have to unlock these diagrams by doing specific quests to make them available for crafting.
You can purchase the all Viper Armor Diagrams from Countess Mignole during the quest Open Sesame!. This will only be available once, make sure you have enough money to purchase them before starting the quest.
Near the end of the quest Open Sesame!, you will be inside the treasury of the auction house and receive the quest item called Maximilian Borsodi's House. Near the table where you got the item, you can find a treasure chest on its left side where you can get the diagram for the Venomous Viper Steel Sword.
Viper Venomous Silver Sword is does not have a diagram that can allow you to craft the weapon. However, you can obtain the crafted sword during the quest Whatsoever a Man Soweth... by helping Olgierd and going up the stairs to draw the sword from the boulder.
Manticore Armor Set is only available for the Blood & Wine DLC. You can unlock the locations of the diagrams by talking to Lafargue and starting the quest called Master, Master, Master, Master!. This Quest also unlocks the Grandmaster rarity for all of the witcher sets.
