The best early game armor can be purchased from the merchant in the first town at the beginning of the game, just west of Woesong Bridge in White Orchard. He is the same merchant you saved from the griffin after the tutorial. You can purchase the Temerian Armor Set from him, but it will require a large sum of money.
You can purchase the Novigrad Longsword from the Blacksmith at Heirarch Square inside the Novigrad Region. It has excellent stats for a very cheap price, and it only has a level 4 requirement.
