This skill can significantly increase the damage you deal against a targeted enemy. The bonus you get when critically hitting the targeted enemy is very good considering the amount of investment to get this skill unlocked.
This skill is very good to get when you are using Hybrid Builds that focus on Combat and Alchemy. You can quickly get this huge damage bonus when you can gain a lot of Adrenaline fast.
Conclusion
If your build includes critically hitting enemies and gaining Adrenaline fast, then this skill will be worth getting for the amount of investment needed.
