What is the Blood and Wine DLC?

Witcher 3 Quest Envoys Wineboys
Blood and Wine DLC unlocks a whole new region called Toussaint where you will encounter new areas and points of interest to explore. The Blood & Wine content can only be accessed after finishing the quest A Poet Under Pressure. You can start the Blood & Wine by interacting with the Notice Board. This will trigger a new quest called Envoys, Wineboys which is the first quest of Blood & Wine.
