Packing Tips is used to increase the size of your inventory. You just need to pick up the item and it should automatically upgrade your inventory size.

Inside the Shimizu Residence at the Start of NG+

Packing Tips can only be obtained during NG+. You can find the item inside a locked 2nd-floor room of a house, just southeast of the first Hokora.

You'll need to get through the Balcony to get inside, which is also locked. You can find the Balcony Key inside the adjacent room to open the Balcony door. Open that, and it should lead you to the locked room where the Packing Tips can be found.
