Blood-Stained Letter is by a rock next to an Ema that you can miss while progressing the Dark Shrine Path in Chapter 2.

Dark Shrine Path Guide

Can Get Omamori: Cat

Omamori Cat Location

Collect the Omamori: Cat first before you finish solving the Shrine Vault Puzzle. It is located on the western part of the Dark Shrine Path, and it is just south of the Blood-Stained Letter. Interact with the Ema with the cat design to get the Omamori.

This Omamori is extremely missable and you won't be able to collect it anymore after you solve the Shrine Vault Puzzle, so be sure to collect it before then!
