Toad officially specializes in Control, but his Speed stat is higher and equal to most of those of who specialize in Speed. His control alone makes him a good choice for courses with strong wind and weather conditions, while his high speed and ability to hit more accurate shots makes him suited for shorter courses in Speed Golf.
Unfortunately, however, Toad's Power and Stamina stats are very low (the lowest of any character) and overall detract from the usability of his high Control (when aiming for less strokes) and high Speed (when going for fastest time).
In order to unlock Toad's ★ Star and ★★ Super Star Club Sets, you need to earn character points playing as Toad in Standard Golf, Speed Golf, or Battle Golf! The table below depicts how much character points you need to earn in order to unlock each Star Club Set.

★★ Super Star | 3000 Character Points |

In Mario Golf: Super Rush, Toad comes dressed in a new outfit; a preppy blue plaid vest with a red bowtie. He even has a golf cap and shoes on.
This is the first appearance of Toad's outfit in Mario Golf, but you can see Toad wearing his classic vest as an NPC in the Golf Adventure mode. However, this outfit is not unlockable.

I disagree with Toad's comments. The extra power gained (small amounts I may add) from other characters isn't worth the risk of how much less accurate the shots can be. Sure Bowser can shoot an extra 20m, but I'd prefer to have a more accurate Toad shot, use topspin on the ball and increase the loft of the ball at the final stage to make up that lost distance and be relatively comfortable I know where I'm going to land.
