You need to complete The Ever Regal Regalia first to begin this sidequest.
Go to Balouve Mines and get a Redstone Shard for Cindy. Upon reaching the location, look for a cave. Enter the cave, and you'll see an elevator. Just right around that area, you'll find the shard. Pick up the item, and then return to Hammerhead.
Upon returning to Hammerhead, go straight to Cindy and hand over the Redstone Shard to complete the sidequest.
