To begin this sidequest, you need to complete first the A Precious Source of Power story quest. Once done, travel to Lestallum and look for Holly in the northern part of the city. Then, she will ask you to inspect valves for her.
To look for the Valves, open your map and choose the Steam Valve Inspection quest. Then, follow what's on your mini-map, enter the blue circle, and search each street inside it. You can find the valves to inspect on the three blue pipes placed vertically near the walls.
Valve 1: Enter the main alley, and you'll find the first valve on the right side placed against the wall next to some crates and rubbish.
Valve 2: Go left from the location of the first valve, and look for a blue pipe with steam coming out to find the second valve.
Valve 3: Follow the current alley you are in and go down the stairs, take a right turn, and look around the left corner to see the third valve.
Valve 4: From the previous valve, walk next to the wall and turn left. You will see the fourth valve on a pipe with steam coming out.
Valve 5: From the fourth valve, walk a few steps while checking the wall on the left side to find the next valve.
Valve 6: Enter the small alley from the previous valve, go down the stairs till you hit the wall, and turn right. Go straight ahead, and you'll find the fifth valve on the left side placed against the white wall.
Valve 7: From the previous valve, look to the left, and go straight ahead. Go across the people having a conversation. Then, look for the valve on the blue wall on the left side.
Valve 8: For the last valve, go back to the first guide. Instead of going in the main alley, turn right and go down the stairs. You'll find the last valve on the blue pipes with steam coming out, which is next to some posters placed against the brick walls.
After inspecting all eight valves inside the blue circle on the mini-map, go back to Lestallum and speak with Holly to finish this sidequest.
