To begin this sidequest, you need to talk to Dave. Go to Taelpar Rest Area Outpost, and look for Dave in front of the motel. Speak with him to start a conversation about finding the Dog Tag. Finish the conversation to start the sidequest.
Open your map, and choose the Swallowed by Shadows sidequest. Follow the location shown to find the Twisted Dog Tag. Take note that Hundlegs are protecting the area, defeat those first before looking for the Twisted Dog Tag. You'll see the Dog Tag inside a warehouse beside a big tree log.
Go back to Taelpar Rest Area Outpost, where you found Dave. Then, give the Twisted Dog Tag to complete this sidequest.
