Devil's Quoits Location
The Standing Stones are located in a circular island next to the river separating Hamtunscire and Glowecestrescire.
Devil's Quoits Solution
You will need to make use of a nearby boat to finish this puzzle. It can be a little tricky to position the boat properly; you will also have to try not to steer too far away as the puzzle cancels.

Move the boat behind the shortest slab of rock in the area |

Use Odin's Sight to align the rune on the slab of rock with that of the arch in the middle |
