May Not Be Supported
There have been no announcements yet regarding amiibo support for Luigi's Mansion 2 HD or any new amiibo tied to the game.
However, it is not likely to have amiibo functionality if we expect it to be a faithful remaster of Luigi's Mansion: Dark Moon. Most of the games in the Luigi's Mansion series are also not compatible with amiibo, including Luigi's Mansion 3 on Nintendo Switch.
amiibo are Not Supported in the Original
Luigi's Mansion: Dark Moon did not have any support for amiibo. Since amiibo could not be used in this game in any way, it may be difficult to integrate this feature into the remaster.
Only Luigi's Mansion on 3DS Supports amiibo
The 3DS remake of the first Luigi's Mansion game on GameCube is the only game in the series that has gotten amiibo support.
This means that there is still a chance that Luigi's Mansion 2 HD can get amiibo support as well as a remake. We'll just have to wait and see once the game comes out.

What are amiibo?
Objects That Can Be Scanned for Extra Game Content
amiibo are objects such as character figurines, cards, and the Super Nintendo World Power-Up Bands with NFC (near-field communication) capabilities that can be scanned on certain Nintendo consoles for bonus content in supported games.
The bonus content will depend on the game the amiibo is used on, but this usually takes the form of in-game items or special characters.
