 Take the Street Surfer for a ride. Follow the quest marker and meet up with Oka. |

 After catching up with Oka, defeat the thugs to finish Substory #6. |
Completing Substory #6 will unlock the Street Surfer. This device lets you traverse the map faster than running on foot. Take note that it needs to be recharged once in a while at designated charging stations and it costs money.
