Talk to Raymond in Aloha Beach and help him patrol the area. You'll need to finish Substory #17 to start this Substory.

LAD Infinite Wealth - Substory 18 Catch the Thief
Right after some dialogue, a chase will start. Follow the prompts on the screen to catch the thief.

LAD Infinite Wealth - Substory 18 Fight Street Thugs
After the thief has been caught, follow the Substory marker to the west side of the beach. You'll need to fight some street thugs to clear this Substory.

Completing Substory #18 will reward you with the Infrared Goggles accessory. This can only be equipped by Aquanauts. When worn, it greatly increases the EXP obtained from enemies.
