 Talk to Raymond in Aloha Beach and help him patrol the area. You'll need to finish Substory #17 to start this Substory. Substory 17: Beach Guardian: No Kidding Around |

 Right after some dialogue, a chase will start. Follow the prompts on the screen to catch the thief. |
| 3 |
 After the thief has been caught, follow the Substory marker to the west side of the beach. You'll need to fight some street thugs to clear this Substory. |
Completing Substory #18 will reward you with the Infrared Goggles accessory. This can only be equipped by Aquanauts. When worn, it greatly increases the EXP obtained from enemies.
