Special Stronger Enemies That Reward Safe Keys

LAD IW - Crown Enemy
The Keepers of the City are enemies around the city, which you'll recognize with a crown above an NPC.

These enemies are stronger than regular enemies, and when you defeat them you will get a Safe Key which you can use to open containers or pass through blocked paths.
