Like a Dragon: Infinite Wealth is not coming to the Game Pass Day One, as confirmed in an interview with the RGG Studio director Masayoshi Yokohama. The game will still be available for regular pre-order and purchase.

In the interview with the director, he confirmed that there are currently no plans to include Infinite Wealth to the Game Pass, unlike its predecessors.
According to him, the Game Pass is a way of handing overseas users their business card, so they did it for Gaiden (their most recent game in the series) for players to get to know Kazama Kiryu.
But because the series is already big and popular enough overseas according to their sales, this 'business card' is no longer needed for Infinite Wealth.
While we still have no confirmation for the game coming to the Game Pass yet, we do know that its predecessor, Yakuza: Like a Dragon, was also not in the Game Pass Day One but eventually got released there after in around six months after the initial release.
It's a decent possibility that Infinite Wealth follows this pattern, coming to the Game Pass months after the initial release.
