You can get Full Bloom Tickets just by logging in every day during the Full Bloom Fest! Note that you have to have Iceborne if you want to get these Tickets.

Full Bloom Ticket - How to Use
Rose Alpha+ Armor Set
With your Full Bloom Tickets, you can craft the royal Rose Alpha+ Armor Set. If you don't want to compromise your stats, you can also craft a layered version of this armor set, but it can only be crafted with VIP Full Bloom Tickets.
Palico Rose and Butterfly Set
You can make your Palico look like the cutest and most elegant doll ever with the Rose Set! You can also opt to exchange your Full Bloom Tickets to get the Butterfly Set from the Spring Blossom Fest.
