Best Dual Blades: Monster Hunter World
Kulve Taroth Dual Blades
Dual Blades are definitely a situational weapon because they rely so heavily on elements. That being said, the Kulve Taroth Dual Blades are the kings of almost every element and ailment in the game before the arrival of the Iceborne Expansion.
Kjarr Dual Blades, in particular, have inherent weapon skills such as Critical Element or Critical Status. These skills significantly bolster their elemental or ailment ratings, giving them an edge amongst the competition.
Shown below are Kjarr and Taroth Dual Daggers that are considered to be the best of the best if built around properly:

Very few Dual Blades can outmatch Kulve Taroth Daggers in a specific element or ailment. The Empress Daggers Styx, however, is one such weapon.
Boasting 252 base attack, 10% affinity, two level three slots, and a naturally white sharpness rating, The Empress Daggers Styx outperforms the Kjarr Daggers Magma. It's inherent weapon skill, Razor Sharp/Spare Shot, enables the Empress Daggers Styx to retain its sharpness for longer than most Dual Daggers as well.
These factors let the The Empress Daggers Styx earn its place on top alongside the Kulve Taroth Dual Blades.

As stated previously, Dual Blades are situational weapons due to their reliance on elemental weaknesses. If built around correctly, the Kulve Taroth Dual Blades reign supreme as the best set of Dual Blades in almost every element in the game currently.

Coming in with the Final Free Update for Monster Hunter World: Iceborne, The Fatalis Dual Skies soared atop the ranks of Dual Blades and earned its place amongst the very best.
It's insanely high base attack of 518 more than makes up for its low Dragon rating. Hunters who are able to build around the weapon and offset its -30% affinity penalty with skills such as Weakness Exploit, Critical Eye, and Agitator witness raw damage numbers rarely seen on a pair of Dual Blades.
While it cannot compete with the Kulve Taroth Dual Blades' elemental superiority, The Fatalis Dual Blades made it to the top of the mountain by attack power alone - making it a true raw-damage weapon.
