You can get the Watchtower Skin from theContagion Bundle, which is part of the game's Season Pass.

Though the Watchtower Skin can be obtained along with the Contagion Bundle, purchasing the Season Pass or the Digital Deluxe Edition or Collector's Edition of the game includes the bundle in the package, along with other DLC packs.

How to Equip the Watchtower Skin

From the Character Skin Menu

The Callisto Protocol - How to Equip Skins
How to Equip Skins and Outfits
1 Proceed to the Main Menu.
2 Open the Options in the Main Menu.
3 Select Gameplay and then Character Skin.
4 Pick the Watchtower Skin to equip and use it in the game!

Once the Watchtower Skin releases, you should be able to equip it by going to Main Menu > Options > Gameplay > Character Skin. You will find it on the left side of the screen, along with other skins you have collected.
