How to Equip the Retro Prisoner Skin

From the Character Skin Menu

You should be able to equip the Retro Prisoner Skin by going to the Main Menu > Options > Gameplay > Character Skin. You will find it on the left side of the screen, along with other skins you have collected.

Retro Prisoner Skin Not Showing Up

Make Sure You Are in the Main Menu

The option to change your character skin only appears in the main menu of the game. This means that you cannot access it during gameplay, and you'll need to exit your game and head to the game's menu in order to change.
