After learning that the main gate to Cellblock 24 P240 is jammed, Elias will tell you to find another elevator and meet him on the upper levels. Go further into Cellblock 24 P240. At the end of the hall, there should be an elevator past the walkway on your right. It will take you down to Cellblock 15 P150.
8 Cellblock 15 P150
The Callisto Protocol placeholder quest iconReach the end of the hall.
You will face some enemies as you go through Cellblock 15 P150, but the good news is there will be a Health Injector inside a wall-mounted box along the walkway. Reach Lift P105 at the end.

The Callisto Protocol placeholder quest iconMove through Solitary.
The elevator is broken, instead of taking you up it takes you down. Elias reassures you that you can rendezvous with him, you just have to go through Solitary.
10 Access Hall Elevator
The Callisto Protocol placeholder quest iconMake it to the end of the Access Halls.
Go to the end of the hall until you have to turn right and go straight forward until you reach Acces Hall S019. Make your way further into the hall until you reach Access Hall S026.The elevator will be at the end of this hall.
11 Security Droid

15 Stun baton
The Callisto Protocol placeholder quest iconGet the Stun Baton
When you reach the Lockup, you'll know that everything is raided already. All that's left is the Stun Baton by the dead guard. This will replace the crowbar as your default melee weapon. Interact with the console to open the elevator at the end of the room. This will spawn an enemy so be prepared.
16 Celblock 24 P240 other door
The Callisto Protocol placeholder quest iconReach the end of the hall.
Go through the opened door and keep on going until you reach the end: another door that opens up to Cellblock 24 P240. Go outside and reach the end of the walkway into Cellblock 25 P250. A group of enemies will be waiting for you, so be sure to get the Health Injector before you enter Cellblock 25.
