The Pigeon Figurine, along with the Wooden Swan Head and Malformed Figurine are needed to solve the Seesaw Puzzle in Room 210 of the Blue Creek Apartments.

How to Get Pigeon Figurine

1. Return to Room 210
2. Obtain The Minute Hand
3. Find The Figurine in The Main Area

Return to Room 210

After obtaining the Hour Hand and properly adjusting the Grandfather Clock, the door with the 'H' on it will unlock. Head to it and access the bathroom through the breakable wall.

Obtain The Minute Hand

In the bathroom, interact with the toilet until you obtain the Minute Hand. This will cause the once pristine room to become decrepit.

Find The Figurine in The Living Room

Exit the bathroom and return to the Apartment 210 living room. You will find that there's suddenly a Pigeon Figurine resting on the dilapidated cabinet.

Collect it and continue looking for the other puzzle pieces scattered throughout the second floor of the Blue Creek Apartments.
