Enemies do have a chance to respawn when revisiting previous areas or going back to places you have explored before. The pool of blood can be seen on the ground where you recently killed the enemy, but the body will no longer be there.
This can happen either indoors, like in Brookhaven Hospital, outdoors, like out in South Vale, or in the Otherworld.
Other enemies will deceive you by playing dead on the ground, like the Lying Figure. After interacting with an item or object near them, they will instantly get up on their feet and will attack you.
List of All Monsters and Enemies
Some enemies come alive after triggering certain cutscenes or interacting with items, like clues, hints, or riddles when solving puzzles. This scenario can occur whether you've already killed the enemy prior to triggering something or they were already dead when you arrived.
Thankfully, the bosses in the game do not respawn after defeating them. Although, you can fight them again by starting a New Game Plus.
Logically, an enemy would get back on its feet when you don't kill them properly. Do yourself a favor, and learn how to stomp enemies on the ground to avoid getting attacked by them again.
You could also earn a trophy and achievement by finishing enemies by stomping them.
