The Prison Generator found in the Witness Room in Toluca Prison is needed to progress the story of Silent Hill 2 Remake. See the solution to overload the generator for easy, standard, and hard difficulties as well as the location of the generator!

Prison Generator Switch Solution
Flip All The Switch Up
The key to solving this puzzle is finding the optimal switch combination to overload the generator and open the connected door. The only way to do this is by flipping all the switches up!
The challenge lies with how some switches reset other switches, so it's a matter of trying multiple times until all switches are up!
The number of switches varies per puzzle difficulty - with Light mode getting 5, Standard having 6, and Hard with 7.

| Hard |  Flip the switches in this order: 4th - 5th - 2nd - 1st - 3rd - 6th - 7th |
The circular numbers in the photo show the order you need to flip the switch!
Flip The Breaker to Overload the Door
Once you've set all switches up, all that's left is to flip the main breaker to initiate the overload! The generator will overload not only the door next to it, but all the cells in the prison allowing James to explore the prison further.
Prison Generator Location
Found in First Floor of Toluca Prison
The prison generator is found in the Witness Room on the first floor of Toluca Prison. This puzzle is essential in progressing the game because besides the door next to it, it also overloads & unlocks prison cells needed to fully explore the location.
