Risky Photography: Sad Sack is located on the same unlock location of the entire series nearby the Dream Warehouse area. You can use the Dream Warehouse Warp Spire, then jump down to reach Syfdent's location, or you can tread along the path that leads all the way up to the Warehouse.
You should pass by various important NPCs such as Eremita from Purify! Scent in the Cavern World Quest, as well as Rosy from Kindled Inspiration: Camouflage.

Land of Wishes |
You can unlock Risky Photography: Sad Sack by progressing thru the Land of Wishes Main Quest, as this is the quest where you'll be able to get the camera!
After spotting Syfdent, talk to him once. He'll tell you about his current dilemma about not being able to get close enough the Esselings for his research project.
Afterwards, walk towards the Sad Sack enemy behind you, but do not jump down. Instead, stand on the edge and take a photo of the Unsuspecting Sad Sack from your position to conclude the quest safely!
