Heartshine comes from the Deep Echoes pull rewards. You can view your Deep Echoes progress by clicking on the giftbox icon near the bottom right of the Resonance screen.
In Deep Echoes, your cumulative pulls on the Distant Sea Permanent Banner will be recorded. As you make more pulls on the Permanent Banner, you can claim various rewards, including Heartshine!

You'll gain 1 Heartshine for each of the milestones listed above. In total, you'd need to make 715 pulls to get 8 Heartshine. These are enough to evolve all the available 5-star Permanent Banner outfits twice!
Your Deep Echoes progress is separate for each Resonance Banner. When you make pulls on any of the Limited Resonance Banners, they'll have separate counters for your cumulative pulls.
With this, Limited Banners also follow different milestone goals and rewards compared to the Permanent Banner's Deep Echoes. You'll need to reach 230 pulls to get 2 Heartshine.
However, depending on the banner, the Heartshine that's rewarded will be a unique version that can only be used on the banner's 5-star outfit set!
All Banners and Resonance Guides
Heartshine is a material used to evolve 5-star outfits. 1 Heartshine is needed to unlock the next phase of the outfit's evolution. However, to reach the last evolution phase, you'll still need to collect duplicate pieces of the whole outfit set.
As mentioned earlier, you'll also need to keep in mind that limited 5-star outfits will require you to spend their unique Heartshine versions instead.
