The Cloud Top Balloon is located in Firework Isles near the Styleshaped Balloons Summit Warp Spire and can be accessed during The Short Fuse Crew Returns, the second quest from the When the Fireworks Bloom main questline.

Ride the Hot Air Balloon

Ride the Hot Air Balloon

During The Short Fuse Crew Returns quest, Scintilla is kidnapped by the Short Fuse Crew, who escape in a hot air balloon. Nikki must follow them, and luckily, a nearby balloon is available for her to ride.

This will take you to the Firework Isles' heights, where you can eventually reach the Cloud Top Balloon. The Cloud Top Balloon is unmissable and encountered as part of the quest.

Once you arrive, use your camera to take a photo of the Cloud Top Balloon as part of the Strings of Time Day 9 tasks.

Completing this task rewards you with 100 Melodic Harmony, a key item needed to obtain the full Endless Longing Outfit set.
