Forced Perspective: Capturing the Thief is a Random Quest in Infinity Nikki Version 1.0 located in Florawish. See how to capture the thief, how to unlock this quest, and all its rewards here in this guide!

Take out your camera and adjust your viewfinder to align the Thief Warrant on the wall behind the Iron Fence to make it seem as if there is a thief captured behind bars. Afterward, snap a photo once the square target turns gold and the label Jailed Thief appears.
Remember to turn off Nikki, NPCs, and Eureka effects in the Camera menu to the left when taking the photo!
If your camera does not instantly lock in on the thief and iron bars, set your camera's aperture at at f/16, and try taking a photo of the subject 10:00 in the morning by changing your in-game time to fix this issue.
After taking the photo, return to Toran and show him the Captured Thief photo to complete the quest and receive your reward.
Forced Perspective: Capturing the Thief is located at Florawish, in the region of Heartcraft Kingdom. Teleporting to the Mayor's Residence Warp Spire will bring you to Toran, who's under the tree beside the Kingdom Guards' Office.
